I think cocaine is legally classed as a narcotic in the US. The term isn't well-defined from any perspective, which is probably why people are confused.

[Edit: to be a bit more forthcoming-like: there are two meanings, one of which is a sleep-and-analgesia-but-especially-sleep-or-stupor-inducing-agent, and the other of which is an opioid, and cocaine and amphetamines don't fit either.]

In the fic/art I've seen where people are using this term, they use it to mean illegal or illicit drug, which is understandable. But it's totally inaccurate.
