IIRC WisCon started the taxi vouchers as an affordability thing, since the hotel shuttle stops running at 10 PM and the city buses stop running by 12 or 1 (and much earlier on Sunday night). And safety too, of course, but acknowledging that not everyone stays at the main hotel.
