My parents had this adorable little wheaten terrier show up in their yard a few years ago and my mother, who really did not understand how these things worked these days, called me wondering if maybe we wanted a dog, because she didn't want to bring the dog into the house and needed to go somewhere and she felt super bad dropping it at the humane society. I wasn't home when she called, though, so ... that's what she did. There's a humane society shelter that's about 1/2 mile from their house, so it was a quick trip for them.

I called back and told her that from her description of the dog, it was CLEARLY not a stray! It was someone's pet, lost and confused, by all means take it to the shelter, because that's the place they'll come looking. And in fact, the dog was back with its owner by the next morning. The owners were in the process of moving, had spent the night with a friend, and the dog got loose and went exploring and then couldn't find its way back because it was on strange territory.

You find a cat, it's frequently yours. Stray dogs are usually just misplaced. (At least in the midwest. Apparently the south still has a dog oversupply -- but shelters in Minneapolis literally send vans down to Missouri to load up full of dogs from the overcrowded shelters and bring them up here to meet demand.)
