I totes knew he was gay. I wrote in a filtered post 2 years ago:
I wrote about Heart of Gold once, without really writing about it. Here is why I really love that episode: Simon is behaving like I have behaved my whole life. He is a closeted queer. I can tell, I know exactly what he is feeling. He walks into that whore house and it's like me walking into Junior Prom. He sees a pregnant woman, thinks "oh thank goodness, give me work to do. Work is something I can understand."

And for the HoYay: In my own personal canon, Simon has a fling with Kaylee, they get bored, and then Simon finds queerness, and it goes better for him, and he is super happy HoYay. I just don't know with whom to slash him.
I suspect that the actor who played Simon, Sean Maher, is also gay. He was in the very slashy Brian's Song and he played John Stamos' boyfriend in The Wedding Wars. (Links go to IMDB).
