Some dogs (whose names begin with B)--spend more time socializing with humans than other dogs. (Especially when she suspects a treat is a possibility.) Bella has pretty good recall, but she really feels everyone has a duty to love on her--this generally leads to us walking up to the person under siege.
I personally think the park is low-risk. Open air, breeze, no shaking hands, small groups of people. It's good for my health to get out. I think other people had this same idea, but I didn't ask.
